When the New Mexico Mortgage Finance Authority (MFA) first began monitoring its employees, it did it by blocking messages that contained certain words.

"We were too general," says Doug Flint, the information systems manager for the organization. "We blocked the word 'ass' and didn't know that doing so meant words that included it would be filtered too, like "classroom."

Flint's group also found that while the software monitors the Web daily, a person doesn't have to. It's too costly in terms of man-hours. "I do it periodically, and the employees are reminded in our quarterly meeting that the monitoring is still going on." MFA's biggest problem monitoring issue? People who spend too much time browsing.
