It's déja vu all over again for Margaret Tutwiler. Tutwiler, who was spokeswoman to former Secretary of State James Baker during the 1991 Gulf War, will run the U.S.
government's PR efforts in post-war Iraq. She's also President Bush's choice to replace Charlotte Beers as under secretary of state for public diplomacy and public affairs. Beers,
whose PR efforts had been criticized, stepped down from that position last month for health reasons.
