- Allied Domecq, Southfield, Mich., names Earnestine Perry corporate communications director for Allied Domecq Sprits & Wine. She was VP of account management at Herffmon & Associates.
- APCO Associates Inc., Washington D.C., names Susan Oliver manager of strategic communications. She was director of communications at Georgia Partnership for Excellence in Education.
- Burson-Marsteller, Spain, appoints Alfonzo Gonzalez-Herrero manager of public affairs. Gonzalez-Herrero was a crisis/risk management specialist for Hill & Knowlton, N.Y.
- Cohn & Wolfe, Washington D.C., appoints Joseph Vanrich, formerly director of public affairs, Boeing Company [BA], to senior VP, heading its aerospace account in Britain. Sharon Wallace was named account supervisor; she was assistant director of PR for the United Negro League.
- Dewe Rogerson Inc., N.Y., names Owen Blicksilver executive VP. He comes from Principal Communications, a division of CGI Group where he was CEO and founder.
- Discovery Networks Inc. names Joan Kelly director of network distribution for affiliate sales. Kelly was a program manager with EchoStar Communications Corp., Littleton, Colo.
- Edelman, New York, names a new president and a VP for its Argentina office: Ignacio E. Viale, president/GM; Graciela Martini, VP/deputy GM.
- Harpell/Martins & Company, Maynard, Mass., names John Peterson director of marketing; he was founder of Channelvision, an Internet software/services company.
- Hill and Knowlton, N. Y., names Margaret Wyrwas senior managing director and head of the Financial Communications Group. Wyrwas was VP of corporate/IR with Ames Department Stores Inc. [AMES].
- Keating Magee, New Orleans, appoints Kirk J. LoCirero, executive VP. He comes from his firm Kirk J. Creative Writing & Production.
- Kulicke & Soffa Industries Inc., Pa., names Mark J. Sullivan director of marketing communications. He was senior manager for communications for the Agfa Division of Bayer Corp., Ridgefield Park, N.J.
- Ogilvy Public Relations names Genevieve Silberman to managing director of Ogilvy, Los Angeles; she was director/GM of client services for Golin/Harris Communiations, Los Angeles.
- Parker LePla, Seattle, names Cherly Styumbo to PR director; she was a senior VP/GM at Evan's Group Public Relations.
- Reuters America Holdings Inc. [RTRSY], New York, a subsidiary of Reuters PLC, names Kenneth Marshall exec.VP/CAO of risk/internal; and Carlyon Chin as exec.VP of product marketing and media relations. Marshall comes from Salomon where he was chief administrative officer; Chin was VP of external development and strategic projects at IBM.

- Visa International, Calif., names Robert Shapiro to the newly created position of VP, national media relations based in New York. Shapiro was a VP for Principal Communications, N.Y.
