Beach Bums

Two thousand minimum wage-earners stand to get a raise from their Santa Monica beachfront employers -- hotels and restaurants -- that have profited from what amounts to city
subsidies in the form of beach reclamations and enhancements. The city has asked those businesses that have profited most from the environmental shoring-up to give back to the
community in the form of raises and/or health benefits to the poorest among them. No corporate good Samaritans here, the Santa Monica businesses are resisting the city's best
