2014 PR People Awards: Public Affairs/Government Communicator of the Year

Winner: Tim Ryan, General Manager at Sawyer Miller Weber Shandwick

Across the Weber Shandwick network, Tim Ryan is the go-to expert when it comes to campaigns designed to help consumers make informed healthcare choices. He successfully manages staff across offices and specialties, including creative, digital, media relations, events and research. He also brings together multiple work streams into cohesive campaigns that educate, engage and motivate target audiences.

In 2013 and 2014, Ryan led Weber Shandwick’s work with CMS.gov to develop and execute the campaign to launch the new Health Insurance Marketplace at HealthCare.gov. The federal campaign to enroll millions of Americans in health insurance was surely among the most complex, intense, high-profile and challenging marketing efforts in the nation. Not only did it require launching a “new product” in a highly politicized environment but also ensuring people got the help they needed to compare plans and choose the best coverage for their budget and circumstances.

Ryan served as the architect of the integrated multimedia campaign that included national and local paid media, social and digital media engagement, earned media efforts, and on-the-ground grassroots engagement and partnership development. He worked many weekends and nights, overseeing and managing implementation of a campaign that helped educate, engage and motivate millions of uninsured Americans to find healthcare coverage.

By the end of the enrollment period, 8 million Americans successfully enrolled in health insurance plans through the marketplace.
